As a Human Resources Specialist (Recruitment and Placement), you will be responsible for the following duties:
- Troubleshoot and resolve the most difficult and complex problems associated with comprehensive recruitment and placement services for major, high visibility agencies.
- Provides management with the widest range of flexibility for providing comprehensive staffing and placement services utilizing innovative methods in locating qualified applicants to complete position fill actions.
- Prepares job opportunity announcements (JOAs) and Delegated Examining Unit (DEU) announcements.
- Facilitates placement programs to include Priority Placement Program (PPP), Veterans' Recruitment Appointment (VRA), Reemployment Priority List (RPL) program, Interagency Career Transition Assistance Plan (ICTAP), and the agency Career Transition Assistance Plan (CTAP).
- Recommends innovative methods and strategies to resolve problems of job turnover, long and short-term workforce planning, downsizing, and reinvention initiatives.
- Provides advice on pay and leave entitlements, and recruitment, relocation and retention incentive programs.
- Performs internal placement duties including conducting job analysis, preparing promotion and placement products, and issuing promotion and referral certificates.

To qualify for a Human Resources Specialist (Recruitment and Placement), your resume must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Providing technical advice and guidance to management on recruitment and placement issues.
- Reviewing job analysis, and promotion and placement products of lower graded specialists.
- Reviewing all personnel actions for accuracy/compliance.
- Consulting with employees and managers on pay entitlements/allowances.
