Serves as Financial Performance Program Manager performing multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional for the franchise fund Services and Parts financial business operations for the division.

Applies experience and comprehensive knowledge in support of workload for multiple external and internal customers to include design, implementation, monitoring and reporting on efficient business processes, policy, procedures and regulations. Perform oversight of the service and parts operations; recommends internal procedures or business practices ensuring timely flow of data. Typical assignments may include: gathering, reviewing, analyzing and reporting of financial information; lead the preparation of annual business plans, budgets and forecast for both services and parts operations; forecast spending and monitor appropriated funds availability and ensure timely revenue recognition.
Makes recommendations regarding maximization and efficiency use of customer funds and the structure of service orders and interagency agreements. Proactively monitors the financial status of each service order and/or interagency agreement to prevent delinquent agreements or excessive de-obligations of funding. Incumbent will develop financial information for Program Management Review and take the lead to identify reporting requirements that are beneficial to the financial program and work management for composition.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.
May serve as a Contracting Officer Representative to oversee contractor performance to determine if it meets the standards set forth in the contract. Works with others to develop the Pre and Post Award documentation. Monitor and evaluates technical requirements, milestones, deliverables and cost to ensure contract compliance. Review, approve or reject invoices for reasonableness and applicability to contract terms. Supports the needs of the Contracting Officer during all phase of contract process.
May act as a point of contact to provide advice and guidance on the application of agency policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.
Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and may affect the objectives of the FAA.
Work is reviewed rarely, typically through status reports and at project completion to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
This position may require a special security (i.e. Background Investigation) level to support the CBP program.
Up to 25% travel may be required.
